Yeah it has, have you downloaded the new v2 client? It is in the Debuff category and looks like a giant face, it'd be pretty hard to miss.
I don't think the website has updated with the new card yet though.

Wrong. People, who don't have premium themselves can't trade at all :) But back to topic: I think it's a very nice card and indeed equally to immob inf. But it costs only 5g more (as said before). If you take imo inf and pac inf, that would be 2 card slots and only 5g less for the same effect. That overpowers the new card a lot, i think,

Just my two cents. Agree 100%. The only difference is 5g more in order to keep the infantry from shooting. That means that 5/6ths of this card (25g out of 30g) is used to immobilize the infantry. So this new cards primary value is to immobilize, but we already have a card for that... doesn't make sense.
